Report from Council of Stewards Meeting

August 22, 2007 [Regular Meeting]

In attendance: Sam Coleman, Tom Fischer, Teresa Furlong, Lemie Richards, Dave Smith, Dave Stout, John Williamson, and Vera Victorino (Abbott Enterprises).

The Council of Stewards met in Executive Session in advance of the regular meeting in order to elect officers and committee representatives for 2006-2007. New officers are as follows:

President: Dave Smith
Vice-President: Sam Coleman
Treasurer: Tom Fischer
Secretary: Teresa Furlong

Committee representatives are as follows:

Finance Committee: Tom Fischer, Treasurer; Dave Smith, President

Covenant Committee: John Williamson

Architectural Review Committee: Dave Stout

Landscape & Grounds Committee: Lemie Richards

Townhome Building Maintenance: Sam Coleman

Newsletter & Website Committee: John Williamson

Property Transition Committee: Teresa Furlong

There were no homeowner issues or comments.

The Council of Stewards (COS) also discussed these issues and took the following actions:

1. Townhome/Workplace Building Maintenance Committee – An evaluation of work orders for the first six months of 2007 has been completed. Monthly expenses average $1,364, continuing the improvement from both 2006 ($1,622/month) and 2005 ($1,752/month). Major repairs continue to be for leaks, primarily flashing and ventilators.

Although not part of the Building Maintenance Committee responsibility, several neighborhood repair needs were highlighted. The street sign and stop sign are down at the corner of Miriam G. Tuttle Byway and Twain Avenue. Park signs are damaged at South Lawn Town Park (Harper Lee Street) and the Nature Preserve Town Park (O. Henry Avenue). The gate at Caldwell Green Town Park (Caldwell Lane) has still not been repaired. The power/irrigation panel along the picket fence next to the dog park is falling down and in need of repair. Dave Smith agreed to contact the Town of Davidson in regard to each of these items.

2. Finance Committee – Preparation of the 2008 budget is underway and a final draft is expected to be ready by the committee meeting in September.

Consideration will be given in 2008 to combining the annual Membership Meeting (now held in August) with the Budget Ratification Meeting (now held in November). The new meeting time would be mid-to-late September since the by-laws require the Membership Meeting to be held in the third quarter.

3. Property Transition Committee – Tracking of rental units was discussed since residents often are not given all needed information by the owner. A reminder of Covenant requirements regarding rental of homes and casitas is included in the newsletter. [See article on page 5 of this newsletter.]

4. Landscape & Grounds Committee – A search for a new chairperson is underway. [Since the meeting, Judy McLean has agreed to fill this position.]

The landscaping renovation project on Twain Avenue has been delayed until early-fall due to the unseasonably hot weather in August.

The landscaping contractor has been asked to provide a quote for needed work to control a drainage problem along the common area behind the four Charleston homes along O. Henry Avenue.

Dead shrubs in the Wind Chime Park on Caldwell Lane will be removed and fresh mulch will be provided up to the property line of the Charleston home next to that park.

5. Architectural Review Committee – Four requests were reviewed by the committee during August and all were approved.

Since Doug Boone, community Founder, has now moved out of his previous office in the workplace units on St. Alban’s Lane, inquiries will be made regarding document retention for this committee. Hard copies of “Request for Architectural Approval” forms are no longer found at the St. Alban’s Lane workplace location, but may be obtained on the Association website.

6. Newsletter & Website Committee – No report.

7. Covenant Committee – Letters continue to be sent by Abbott to homeowners who are in violation of neighborhood governing documents. Residents may expect penalty assessments if these issues are not resolved.

A request for final review of the proposal and quotation for repair of the retaining wall on Susan T. Goodrum Byway (behind North Faulkner Way) and of the turning barrier on Marler S. Tuttle Sr. Byway (behind Twain Avenue) has been sent to Abbott. It is hoped that repairs can be completed in early-fall.

The meeting was adjourned at 9:00 p.m.

NOTE: The Council of Stewards meets regularly on the fourth Wednesday of every other month in St. Alban’s Church classroom (lower level) at 7:00 p.m. Special meetings are called as needed. Meetings are open to residents. The next regular COS meeting is scheduled on October 24, 2007.
