St. Alban’s Square Neighborhood Association
2007 Membership Meeting
August 14, 2007

The Neighborhood Association Membership Meeting is held annually in August. The main purpose of the meeting is to elect new members to the Council of Stewards and to present committee reports of the past year’s activities. Neighborhood issues and questions are also discussed and official actions taken or referred to the Council of Stewards (COS).

Dave Smith, Association President, called the meeting to order at 7:10 P.M. Homeowner notification of the meeting was verified. Minutes of the 2006 meeting were approved. During the meeting, volunteer sign-up sheets for all committees were made available.

A quorum of members was verified. The Nominating Committee presented via ballot the names of candidates for the Council of Stewards as follows: Lemie Richards, Dave Stout, and John Williamson to fill three-year terms that expired this year. There were no nominations from the floor and no other nominations had been submitted to Abbott Enterprises. Ballots were collected and all candidates were elected for terms as outlined.

Finance Committee

Tom Fischer, Treasurer, reported that the 2006 Audit Report has been completed and, if anyone would like a copy of the report, please contact him. Current budget is on target. On-time receipt of assessments and reduction of delinquent accounts have improved over the last year due to work by the Property Transition Committee.

Architectural Review Committee

This committee meets monthly to consider requests to make architectural changes and to establish neighborhood standards as needed. There are no pressing issues currently. Residents were reminded to submit any architectural or landscape change requests to the outside of townhomes and single family homes on the “Request for Architectural Approval” form. A copy of this form can be downloaded from the Association website.

Covenant Committee

This committee’s responsibility is to review reported or observed covenant violations with the intent of maintaining and preserving community standards. The newly approved changes to the Canons of Conduct were mailed to all homeowners and can also be found on the Association website. The abbreviated version of the neighborhood governing documents was also completed during this year and mailed to all homeowners.

Landscape & Grounds Committee

The contract with Contemporary Landscapes of Charlotte was renewed for three years (2007 – 2009). Replacement of shrubs on St. Alban’s Lane and Caldwell Lane has been completed. One building on Twain Avenue has been completed and the remaining buildings are expected to be addressed in the fall. Although the Clemens Place water feature is currently in good shape, problems continue to be experienced with moving of rocks and destruction of plants. This situation will be watched closely over the next year.

Townhome & Workplace Building Maintenance Committee

The third phase of the townhome exterior painting project (North Faulkner Way buildings) has been completed. The most frequent repairs involve roof leaks on townhomes. The Association averages approximately $1550 per month in expenses, continuing a downward trend from 2005 and 2006.

Newsletter & Website Committee

Many residents in our neighborhood have contributed to the writing, production, and delivery of the newsletter and their volunteer efforts are greatly appreciated. Additional volunteers for articles are always welcome. Expenses for 2007 have dropped slightly.

Steve Lee continues to do an outstanding job with the website. Additional search features have been added to the directory. [Please visit www.stalbanssq.org.]

Property Transition Committee

This committee was created in 2006 and Teresa Furlong has done an outstanding job with making it an active group. The committee is charged with helping new resident transition by providing information regarding covenants, the website, committees, and the maintenance fee payment process. Verification of mailing address and phone number for Abbott files is also a key function. A door-to-door survey to verify information and receive input was completed during the past year.
