St. Alban’s Square Neighborhood Association

Council of Stewards Meeting
October 28, 2009 [Regular Meeting]

In attendance: Steve Kessler (presiding), Tom Fischer, Nancy Lingle, Jill Stierli Dave Stout, Vera Victorino (Abbott Enterprises), and Jack Christine (Recording Secretary).

Concerned residents on Fairview Lane attended the meeting to provide an update on the road safety issue and to present a copy of the completed Traffic Study Report provided by the Town of Davidson. Julie Robinson represented the neighbors on Fairview. The Town reported that they saw nothing unusual in the report statistics. However, it was recognized that excessive speed and STOP sign violations are a serious problem. The COS recommended appointment of an Ad Hoc Safety Committee (Julie Robinson, Chairperson; Nancy Lingle, COS representative) to review options and to make a final recommendation to the Town. The Council of Stewards (COS) also discussed these issues and took the following actions:

  • Committee reports were presented as follows:

1.  Townhome/Workplace Building Maintenance Committee – Based on the latest summary report from Abbott, maintenance expenses are well under budget for the year.

Repair to weatherproofing in three townhomes on Caldwell Lane is scheduled to start during the first week of November. [See newsletter article on page 4.]

Repairs to the pavement on the curve on John W. McConnell Byway (behind Harper Lee Street and O. Henry Avenue) are required as the result of damage from Waste Management vehicles. Steve Kessler will approach the Town of Davidson regarding this work.

Proposed revisions to Exhibit E of the Covenant and a list of components covered by the Homeowner’s Association were presented to the COS. Due to the lengthy legal process involved with amending sections of the Covenant, it was suggested that the revisions to Exhibit E be tabled for now. However, the COS did approve the spreadsheet of components. The list clearly shows what is covered by the Association and what is considered owner responsibility and clarifies some items that have been vague in the past. This list will be finalized and posted to the neighborhood website in November or December.

Evidence of termites has been found for the first time this year in a townhome on Harper Lee during the annual inspection. [See newsletter article on page 3.]

2.  Finance Committee – The financial reports for September 2009 were reviewed. Expenses continue to run positive to budget in both Peer and Common.

3.  Property Transition Committee – Preparation of a form expressing Association needs and information to the buyer’s agent or attorney at closing is near completion. Abbott is sending a welcome letter with information regarding the neighborhood and access to Association websites to each new resident.

4.  Landscape & Grounds Committee – Judy McLean presented information regarding cost and wording of signage for the two neighborhood water features. The issue has been tabled until the December meeting in order to prepare clear and appropriate wording for the signage.

Completion of landscaping upgrades to remaining townhomes on Twain Avenue is still expected to be addressed in November or early-December. A formal written quote has been requested from Coleman Landscaping for the coordinated landscape upgrade required following the repairs to waterproofing on Caldwell Lane.

5.  Architectural Review Committee – Three requests were submitted in October. All three were approved. [At least one new member is still needed on the committee.]

6.  Newsletter & Website Committee – Newsletter costs continue to run slightly below budget.

7.  Covenant Committee – Letters continue to be sent regarding, parking, trash can, and yard upkeep violations. [New members are still needed on the committee.]

The issue of remarking reserved parking pads was again discussed. Dave Smith has agreed to review materials needed for this work and the costs involved. To save money, the Association plans to undertake this task rather than contracting to an outside party.

  • Management Report – The Aging Report was reviewed.

The COS approved changing the Association attorney and has agreed to sign a letter of retainer for Sellers, Hinshaw, Ayers, Dortch & Lyons, PA of Charlotte as General Counsel.

  • Unfinished Business – As noted above.
  • New Business – Appointment of committee representatives from the COS was confirmed. These names appear at the end of the newsletter.

Calendar dates for 2010 will be reviewed by committees and included in the January newsletter.

Due to a move out of the neighborhood in the next month, John Williamson has officially resigned his position on the COS. The Council will review potential candidates and appoint an interim member at the December meeting. As per Association by-laws, this person will then be presented for a vote by the membership at the 2010 September annual meeting.

The meeting was adjourned at 9:15 p.m.

NOTE: The Council of Stewards meets regularly on the fourth Wednesday of every other month in St. Alban’s Church classroom (lower level) at 7:00 p.m. Special meetings are called as needed. Meetings are open to residents.The next regular COS meeting is scheduled on December 9 [Date Change].

If an owner or resident wishes to address the COS at a regular meeting, please call a COS member about 5 days in advance of the meeting and the issue will be added to the “Homeowner Concerns” part of the agenda near the beginning of the meeting.
