Council of Stewards Meeting

June 24, 2009 [Regular Meeting]

In attendance: John Williamson (presiding), Tom Fischer, Steve Kessler, Nancy Lingle, Lemie Richards, Maureen Floyd (Abbott Enterprises), and Jack Christine (Recording Secretary).

A homeowner has expressed concern over a potentially abandoned vehicle parked in one of the town park graveled areas. This matter will be presented to the Town of Davidson for resolution. The Council of Stewards (COS) also discussed these issues and took the following actions:

1.  Townhome/Workplace Building Maintenance Committee – The committee is working with Abbott Enterprises to obtain more detailed and current maintenance reports.

The 2009 painting project has been completed. A walk-through will be scheduled with Foreman’s Painting to review the work. The final invoice has not yet been received from the painting contractor.

The 2009 Reserve Study is expected to be complete in early-July and will be presented to the Finance Committee and the COS in late-July.

A meeting will be scheduled to discuss a proposed amendment to Exhibit E of the Covenant to clarify specific work covered in the Peer Group Maintenance Levels and resolve a request for waterproofing repairs on three townhome units on Caldwell Lane.

2.  Finance Committee – The financial reports for May 2009 were reviewed. Expenses are on budget.

A motion to forgive a loan made from Reserve Funds to Operating Funds ($14,871.04) was approved. This loan was made in the first or second year of the Association (prior to setting Reserve percentages) and has been carried on the books ever since.

Preparation of the 2010 budget is underway, pending further input from the Landscape & Grounds Committee and plans for the 2010 painting project.

A meeting was held in Charlotte with Abbott Enterprises management on June 11. Tom Fischer and Dave Smith represented the Association. The meeting was productive with respect to correcting problems associated with the new accounting software.

3.  Property Transition Committee – Nancy Lingle is the chairperson of this committee. Activity has picked up with several closings completed in the last month and several others pending.

4.  Landscape & Grounds Committee – The landscaping contractor submitted a bid of $7,942 to resolve erosion problems where Cloyd S. Goodrum Byway intersects Miriam G. Tuttle Byway behind South Faulkner Way and at the base of St. Alban’s Church property. This bid also includes resolution of a sink hole at the bend of Marler S. Tuttle Sr. Byway and erosion near Ashby Park. Work includes installation of a retaining wall to slow erosion issues. A motion to proceed with this work was approved.

The landscaping contractor has completed work to remove and replace dead shrubs. The committee is also requesting an estimate to remove Emerald Cypress trees in front of townhomes on North and South Faulkner Ways. These trees are inappropriate for the setting and are growing too fast and creating maintenance problems.

Residents have expressed concern over the lack of regular upkeep of the area between the dog park fence line and neighborhood property fence lines behind homes on Clemens Place. The question will be presented to the Town of Davidson as the land and maintenance are controlled by them.

Coleman Landscaping has furnished an estimate to provide landscaping for the two business units. Further study of this project will be done.

Irrigation systems were turned off until recently. They will now be turned on one day a week (late evening) for a longer period. As the sprinkler system ages it will require increased maintenance. The landscape contractor has been requested to furnish a quote for an annual maintenance contract on our system.

5.  Architectural Review Committee – No report.

A possible standard for porch awnings continues under review, but is not yet near completion.

6.  Newsletter & Website Committee – No report.

7.  Covenant Committee – New members are still needed on the committee. Focus is currently being directed at owners in violation of garbage/recycle container restrictions and at yards that are not being maintained to neighborhood standards.

Abbott will continue to review their new Community Association Software in order to improve information provided on both financial and work order reports.

The meeting was adjourned at 8:15 p.m.

NOTE: The Council of Stewards meets regularly on the fourth Wednesday of every other month in St. Alban’s Church classroom (lower level) at 7:00 p.m. Special meetings are called as needed. Meetings are open to residents.The next regular COS meeting is scheduled on August 26, 2009.
